Like Moscow Mitch: he is retiring. everybody knows it. Even if he weren't retiring no one in Kentucky could beat him in a primary and he would still knock any Democrat off in the general. It is a fact of life.
What could an old KY guy have to gain from all these shenanigans? He certainly does not need the $$
I was surprised and pleased when he threw his no vote out there and forced ShadyVance to cast a tie breaker on Hegspeth. Ultimately it turned out the same but it did send a tiny message.
If ALL of Dumpys nominees get NO votes from Dems that would be more than a tiny message

They or their families are being threatened physically or blackmailed.
