Two exceptions to pausing aid: humanitarian emergency assistance and military aid to Israel and Egypt.

The first is "emergency"--and it's hard to say that a program instituted by one of the Bushes is still an "emergency" however important; and the aid to Israel and Egypt is mandated by treaty, signed by Carter and approved by the Senate.

Not gonna guess what will ow won't be reinstated upon review. At which point I assume that if a program is reinstated back-funding will be forthcoming.
